In your post, you mentioned that the Aegeans, Erisians, and Twilighters
joining Cyrene would be like that of an Occultist joining Shallam or a
Churchie joining Ashtan.

While Shallam has made its stance on Occultists rather clear (Occultic
Chaos entities are not welcome in Shallam, punishable by enemying, under
law), I do recall a few "Churchies" joining Ashtan. (Granted they were
not Churchies for long, as the Church always gets hissy about that sort
of thing and presses the Excommunication button.) We have had members of
the Church, or previous members who had left the Church but still
retained their abilities, come to Ashtan, seeking the freedom she
affords. Naturally, while they were probably not immediately welcomed,
we did treat them as what they were: citizens of Ashtan. We welcomed
them because they sought a freedom they couldn't find within the Church
for whatever reason. They were on the front lines of battle, defending
Ashtan, and were the first to rush to the aid of an ailing citizen. And
is that not what a Church member is supposed to do? Radiate benevolence
and help those who need it?

But this isn't about what Churchies are supposed to be, nor about what
they are. Just a correct to your post that Ashtan welcomes any Church
member who has not harmed her in the past. All who seek freedom and are
not enemies of it are welcomed wholeheartedly.
