OOC and IC distinctions

Okay, I have been reading over some of the boards posts on ooc and
rp-ing, and think that the fact that Achaea is moving toward a
rp environment is great. However, it seems to me that there is still
a rather fuzzy line between ooc and ic as of yet. Here's a few things
that I came up with that I thought I'd ask about.
Tells - Are tells to be considered ooc or ic? Tells certainly don't
exist in our world, but that doesn't mean much. Do they exist in
Achaea? If they are going to be explained as telepathical communication,
are they only ic when with monks? can you tell who is sending the tell
to you? Or, do they just exist as a property of the Achaean universe
that we don't have an equivilent to in ours?
GT - You said something about gt being ic all of the time, however,
once again, pretty much the same questions that applly for tells apply
for this. Is it just a property of the universe that we can't understand
or is it telepathic or whatever?
Messages - Are messages ic or ooc? Same drill as above.
Gods - I assume that all communication with a god at least CAN be ic
even if, for example, messages were decidedly ooc. True?
Location and names - Okay, suppose there is this new guy bob that
enters the realm. I have this dandy location spell and decide that I
want to know where Bob is because I want to be able to talk to him.
I've never met him before. First off, I don't know his name. Since
I would guess that a location spell would not really require a name,
but rather an idea of what the person is like, their mind/soul/desc/
etc., I probably can't locate them. Now, I also don't know who he is
or anything about him. So, in essence, is the who list ic? is the
cwho, gwho, etc. ic? Are location spells ic if you've never met the
person? If you've met them but don't know their name (all ic of course)
What about the message about newbies logging on? Do I know what someone
looks like and their name if I'm on when they log on? What about
if I'm not on?
Emote fighting - I assume that because this mud is a lot better than
the one I came from, there will be none of this (g) but I thought
that I'd mention it.
Shout - This i assume will be treated as if a shout carries across
the whole realm. But if not, Should a soft feeble voice from Shallam
be ignored if I am in the Aalen forest?
That's all the questions I can think of off the top of my head at
the moment (pant pant pant pant) Sorry to appear critical, but I'm
a rp perfectionist (grin)
Just a reminder to any new rpers, unless we've met before or Sarapis
rules otherwise (g), you don't know my name. You should not walk up
to me and say "Hi, Eoj". Okay, that's my $.02. Happy rping everyone!
