I speak as one who has lived in every city of Sapience.

I know the leaders of each city, their goals, their priorities.

I hereby declare them all weak and foolish.

Powerless... all but one city.

That is the city of Evil. Over and over again I have seen it rise from
seeming defeat to new heights of power.
