* DUEL no longer fails to find a target in some scenarios when you would expect it to work.

Devotion
--------
* INQUISITION no longer requires both arms are free to cast, just that one is.

Runelore
--------
* BISECT has had its instakill health requirement threshold reduced from 25% to 20%.

Misc
----
* The URN corpse wipe checks now account for corpses held by people who are in the composer (these weren't wiping previously, this now counts as offline).
