A small change has been made to the Treasury Ministries in the cities
and councils. As reflected in HELP TREASURY, you can no longer allocate
a negative amount to/from a Ministry.

In summary:
ALLOCATE <#> TO <ministry> to move gold -to- a Ministry.
ALLOCATE <#> FROM <ministry> to move gold -from- a Ministry.
