Heresey upon the prime!

We've had a bit of downtime from the event to get some of the feedback from area control in again, so here are another batch of fairly large changes. Thanks to everyone who gave their input, keep it coming!

- Beacon request times are being raised further from one every two months to one every three months. I think this should just be about right.

- BEACON FORTIFY has had its duration increased in light of this from 24 hours to 48 hours.

- The BRIDGE investment has had its duration and cooldowns increased in light of this.

- TERMINUS TROINTETH has undergone major updates to assist with countering shrines. See the abfile for details.

- Spiritual phases now flip by 12 hours each real life day. So if your phase is 0 GMT on Monday, on Tuesday it will be 12 PM, then back to 0 GMT on Wednesday. This one is experimental, but I think it will work out better overall for a few reasons:
* It gives people in other timezones opportunities to play.
* It takes some of the burden off of a single timezone.
* It makes who you fight less samy.
* It ensures that no matter where you set your phase you are guaranteed to be in someone's primetime in one of your slots.
* Don't panic, we're happy to revert this if it doesn't work out.

- You can now configure your Eidolic phase length. I have no idea why you mad people want the ability to inflict a four hour phase upon your citizenry, but... here you go! Options are:
* SHORT/DEFAULT: two hours.
* MEDIUM: three hours (default + one).
* LONG: four hours (default + two).
* This is set on your doctrine, so will come into play next Sarapin (and naturally can't be changed mid campaign for that reason).

- We've changed how tanks work for liberation since beacons are so much less frequent now than with the original release. Here is what you need to know:
* Prep a tank as usual.
* PRIME <tank>
* Forty eight hours later, the tank is primed. You can now use it for your heroic liberations as before.
* If you don't use it within 24 hours, it will engulf your tank room in a glorious explosion and annihilate your city's munitions reserve and possibly slay all nearby guards as well.
* Not really, it just burns out and is gone.
* Retrieve tank etc is smart, won't use your liberation tanks for raids or raid tanks for liberations.
* This status should show up on probe, so for the spies among you you should be able to derive a degree of insight about what your enemies are up to.
* Primed or priming tanks don't count towards your tank cap (so you can start tending a new one after you begin priming).

- Souls no longer count as hostiles for tank detonations in liberation (bugfix).

- We've added backend support for custom conditions to work for liberations. These aren't in yet, but you will likely see them soon as a lot of the tedious work for it has now been done.

- Probably the last one barring any unforeseen issues, but your cityleaders can message me if you wish to change your phase for free. This cannot be banked, let me know in roughly the next forty eight hours or I'll assume you're happy as you are. I'll note as all phases are currently known, we will let people know if anyone changes their phase.
