I want to clarify that standard PK rules continue to apply during wartime.

Roleplay reasoning is still required to initiate conflicts outside of bounties, contracts, infamy status, and so on and so forth.

War itself is not a suitable roleplaying reason.

Further, soldiers are only open PK during a sanction if they are within the city; soldiers outside the city are not free to be attacked.

As with all PK related situations, common sense and discretion should take priority.
