Mining/lease adjustments.

We've just loaded up some changes based on feedback from the warehousing thread:
- Lodes below a certain size threshold will now despawn if no mine is placed upon them after three Achaean months, to avoid the world being only populated with small lodes noone wants to mine.
- You can now set taxrate on a lease to override the 5000 default value. If you'd like this set on a lease you've already sealed, message me and providing the new value is less than the 5000 (to avoid people paying more than they thought), I'll change it for you.
