In order to reflect the damage that occupied locations sustain as
the cities use them for revenue, plant life will regrow at one
quarter the normal speed in a captured location.

I have also added the ability, for the Minister of War (not his aides)
or the city leader to LIBERATE a location. These changes are reflected
in HELP CITYLEADERS and HELP WAR.
