Following on from ANNOUNCE #3384, we've added a little more
functionality to org-owned designs, the details are as follows:

- Preserved designs are now able to be transferred to an Org (for those
of you who have preserved designs on behalf of your orgs).

- We've added restrictions on who can make items off org-owned designs:
- Orders, Houses, and Clans have a new investable power - "designs"
- City-owned designs are limited to citizens CR2 and above..
