city stuff

I have put in the beginnings of 7 new city offices, each of which
may be held by a person appointed by the city sovereign (Prince in
Ashtan, Sultan in Shallam). These offices will become absolutely
necessary for getting things done, as most actual powers will
stem from either being appointed to one of these positions, or from
being made an assistant to one of the officeholders.

The offices are:
Ambassador: Responsible for taking care of newbies and recruiting.
War: Responsible for taking and controlling territory (which will
produce a revenue stream), as well as eventually attacking other
cities.
Security: Responsible for setting bounties on the heads of city enemies,
as well as for setting up city defences.
Trade: Responsible for keeping the city stocked with commodities.
Chancellor: Responsible for various internal matters, such as setting
payout of rat collectors, and other matters that will have
to do with the morale of the NPC citizens.
Treasurer: Responsible for allocating the operating budgets of the various
departments.
Steward: Controls the city coffers. Gives the Treasurer the money to work
with.

Now, none of these positions do a thing at the moment, but they will. I
highly suggest that you, as citizens, demand that your leaders either
organize, or be replaced. I am putting in these positions now, without any powers, to motivate you to get organized asap.
