I've just made some minor changes around libraries. You can now specify
House positions when assigning permissions for library groups:
e.g. LIBRARY GROUP 1 PERM ADD POSITION 1 OF CIJ will assign permission
for the holder of Position 1 in the CIJ. Note: Position 1 in a House is
listed after the NEWCOMERHEAD position in HOUSE STRUCTURE (the Newcomer
Head gets permissions from the NEWCOMERHEAD option and not POSITION).

As a side effect of these changes, I've also noticed a couple of
problems being caused by the LIBRARY TEST command so I have had to
disable it for the time being.

For those in a Divine Order, you can now have your respective Divine
invest your Order rank with the ability to transfer credits that have
been donated to the Order to another person. This transfer will be
logged to the Order log. The syntax for this is:
ORDER CREDITS TRANSFER [BOUND] <number of credits> TO <person> <reason>
