Ministries of Development now have a new command available to them:

DEVELOP COPY

When executed in the Subdivision Planner for each city, this will copy
the currently existing configuration of the city's real subdivision to
the Subdivision Planner, so that the Ministry of Development is better
able to experiment with configurations. Thanks to Drazik for suggesting
it.
