City harbours will soon become generally available. Ashtan will be
procuring and testing the first one shortly. If your city is interested
in a harbour, please have a city leader get in touch with me to discuss
placement. Obviously placement will be more of a complicated issue for
some cities than others (Eleusis, etc).
