Recent changes

I have just loaded a slew of changes, most behind-the-scenes, but the
ones of particular note are as follow:

- Ship owners may now recover their sunken vessels from any man-made
harbour. The cost of the salvage operation is dependent on how far your
wreck is from that port. HELP SINKING has more details.

- Dragons now retain their Dragonform through logout/login.

- TATTOOS has been rewritten and should be a lot more helpful for
keeping track of what tattoos you have in each location, and whether
they are active.

- PIPELIST was also rewritten, it now includes the decay time of your
pipes amongst other changes.

Additionally, bountiful amounts of bugs and typos have been fixed,
contributing to a more stable playing experience.
