Viziers and Archons may now prefix and suffix their city members.

I've added new ways of "saying" things. You can:
scream, whine, mutter, snarl, sing.

So, for instance: scream KHASEEM YOU BASTARD!
Note that while muttering, people won't be able to fully understand
what the hell it is you've said.
