Due to a recent increase in abuse of clan induct powers for
spamming/harassment, the following changes have been made:

- A delay between clan inducts. Once you send a clan induct, you must
wait 15 seconds before you can send another.
- When you receive an invitation to join a clan, the name of the inviter
will be shown to you, unless you are being invited into a secret clan.
- So clan leaders cannot abuse the clan secret toggle to send invites
anonymously then turn clan secret back off, you can now only toggle a
clan secret on/off once per RL day.
