recent year rollover, city protection fees, shop taxes

Recent oddities in the Weave meant that the city protection fees
(for shops) in Hashan, Shallam, and Ashtan (and not the other cities
or semi-cities or villages) were charged multiple times in a short
period.
 
All of these fees have been tracked down, totalled, and credited 
directly to the accounts of the respective cities.
 
Shop taxes were also charged multiple times, causing a rapid and
doubtless unexpected rise in taxes owing for shops in these three
fair cities. Shop taxes on all 90-odd shops in all three affected
cities have been rolled back to what should be the proper, pre-oddity
levels.
