City leaders now have the ability to create and edit city announcements.
These announcements will be displayed to the citizens of their city upon
logging in. In addition, citizens may view posted announcements at any
time using the CITY ANNOUNCEMENTS command.

City leaders should use the CITY ANNOUNCE command for relevant syntaxes.
Questions may be forwarded to Me. Guilds and Houses will be gaining this
functionality in the near future.
