Greetings denizens of Sapience.... Once again I come before you all to bring news of growth of our kind. In an effort to build a camaraderie between our cities, Ashtan and Hashan have made an agreement.

It is as follows....

In furtherance of Ashtans's pact of cooperation and reciprocity with the noble City of Hashan, know that from this day forth the following Edict to the City of Ashtan shall be enacted. Whoever is found to have broken the sovereign laws of Ashtan, and fled to Hashan in order to avoid punishment therefore, shall be extradited from within Hashan and forcibly returned to Ashtan in order to receive due process of law. Conversely, any person who shall seek refuge in Ashtan from the retribution of Hashan shall be removed from Ashtan's walls and returned to Hashan.

Neokove, Seneschal of Hashan has agreed to this arrangement, myself and the city of Ashtan await her formal acceptance on behalf of the city of Hashan.
