Fighting

I've asked around a bit, but I haven't really gotten a satisfactory answer, so I'm publicly posting in the hopes that someone will clear this up for me.
I heard a while back that Halo had made some sort of deal with the Church where, if he does not work against the shrines or the church or something along those lines, he would regain the use of his devotional magic.
Now, I am an ally of the Church and often find myself fighting to protect and even sanctifying shrines. Halo and Tranquility jump me durring a rite, and if what I've about the deal he made is true, then shouldn't he be barred from attacking people such as myself?
Just curious, he says I will never be able to beat him blah blah blah but in my experience people who speak in such ways do so because they need to reassure themselves, and I'll deal with him one way or another. Rather then having to constantly watch my back though I thought I could try and resolve this with words first.
