Since you make this post in response to the post that I made, I feel the need to address your concerns (although I do find it ironic that someone who regularly rips open the chests of dead bodies to consume the heart therein is so distressed at the morality of others). The idea of 'holy ground' does indeed refer to the temples that the Gods have placed throughout the lands for mortals to freely worship at without fear of their lives being ripped assunder. However, We in the Garden do not wish for Our temples to become staging grounds for mortals to murder and plunder and then expect the sanctity of the temples to protect them for whatever consequences their actions bring. The laws of the Codex are the ideals that the Church strives to live by, and in a perfect world when everyone RESPECTED holy ground then such actions would not need to be taken as what you have described.

However, since you seem to be so concerned about this part of the Codex, I will say this, if no person commits no crime against the Church or members of the Church or its allies, then you need no fear of shrine power being used against you. However, if you seek to damage the shrines, kill those who seek to bring goodness to the world, and/or do things that would bring hurt those who have done nothing to you, I lift this proscription to harm upon holy ground, for you have brought this upon yourself with your OWN ACTIONS. Thus speaks the Patron of the Church.
