Twilight didn't sign the treaty, the Three Powers and the Church did. Other than restriction of shrine placement in Thera, there are no other restrictions by treaty and the wording is clear: no defiling under the articles of public 3264...period. Should you feel the treaty is untenable in its present form and believe it needs clarification or amendment, I agree. It does. Should you feel the need to abrogate the treaty altogether via these illogical and ridiculous 'exceptions', be my guest. The Church has, in the main, regarded the treaty as a legal instrument of state and, with one or two minor exceptions, upheld the articles therein. This brings me to the second item of this post...

No, there is no 'timestamp' regarding the defiling of shrines. Query relates only the last person's name that has defiled the shrine and, to be fair, it isn't clear if there is a 'statute of limitations' involved in how long a name may stay in effect. The general consensus is that the names of the last defilers will stay on a shrine without fading for at least (2) Achaean years, minimum. The Church has lobbied for just such a device in the past, but the point may become moot in the future in any case. If anyone is accused unjustly of defiling AFTER the initialization of the terms of the treaty, we apologize and are willing to give the benefit of the doubt to you. A list of shrines with their locations and names of any defilers is being compiled, and will be monitored for change.
