Next time you decide you want someone gone, and want to keep them a permanent enemy, perhaps it would be better form to just make 'em a permanent enemy in the first place, instead of dishing out an insane fine and time to serve, only to be surprised when the time is passed without incident, and the fine paid without complaint.

It'll save you the trouble of making up an excuse such as needing an Archonate vote fifteen years after a punishment has already been passed down.

Also, 7 months being the fine being paid, and y'all making a decision is ... well, actually, it's about what I'd expect.
