By order of Her Majesty, Queen Clytemnestra, Sovereign of Arcadia, I have been charged with the formal review of all individuals who have incurred the enmity of the Royal Family through transgressions against the state of Arcadia.

Those who believe themselves so marked may submit a signed petition addressed to me. Such correspondence must clearly state the circumstances under which this status was incurred, including the approximate date and the actions or offenses that gave rise to it. Submissions lacking this information will not be considered.

Let it be clearly understood that this review does not constitute a promise of absolution, nor an assurance that any standing enmity will be rescinded. It is, rather, an examination of the offenses committed against Arcadia, conducted at the Crown's discretion, with allowance made for the presentation of testimony and argument prior to any reconsideration.

All petitions will be weighed with due seriousness, and determinations will be rendered in accordance with the interests and security of the realm.
