On the Nature of Alliance

Lo-da'i,
I was the one who wrote the treaty.
King Tu'eras did not come to us seeking shelter beneath our boughs. Nor does Eleusis seek anything from the Tsol'aa in return.
This was intentional. Should the day ever arise when Eleusis needs to call upon its allies, we know that they will stand beside us by choice, not compulsion.
It is worth stating plainly that treaties are not measures of current military strength. Nor are they transactions extracted from fear. They are expressions of shared values, mutual recognition and respect, and a commitment to stand together. The absence of immediate obligation does not lessen this bond.
