In the past - as far as I know, anyway - when a city conquers a village, it normally does not include

1) Deaths of the villagers in that area
2) Military occupation
3) Changes to the landscape of the village (As proposed in Aalen)
4) Construction of military bases
5) Forced labor performed by the villagers (As proposed in Aalen again!)

Also, I'm pretty sure no other city city plans to flood the world.

Also, I'm relatively young, but I did some research and I don't even think that most conquests of villages leads to demands of fealty of a divinity and acceptance of one's place in a theocratic empire. I was a little unsure of this with regards to Mhaldor, but I think those situations are less "We conquered you" And more "This is an alliance"
