By order of the Queen,

On behalf of Her Majesty, Queen Clytemnestra, let it be made plain to the citizens of Targossas: your present suffering is the reward for your leader's sudden aggression against her people and their illegal invasion of Arcadia's sovereign lands. We did not ask for you to impose yourselves upon our war with the devil-sworn of Cyrene, and yet we found ourselves at the blunt end of Targossian diplomacy all the same.

But the Queen is not without clemency. Should Targossas acknowledge its transgressions and swear upon Light and Fire alike to cease all hostilities against Blessed Arcadia, and to withdraw from all interference in our righteous struggle against Cyrene and it's triton overlords, then Her Majesty shall recall all of her forces in or around Targossas and turn them instead against our mutual foe in the Imperial Reaches.

But know this: she will make this offer only once. If Targossas persists in obstinacy, then the Sky Tower shall be turned towards the Eastern Reaches once we have finished with Cyrene.
