Today, there was a city meeting in which the Archons and many of Ashtan's most respected citizens met to discuss the atrocities committed by the Kharon. It is the result of this meeting in which I make this official Proclamation.

Ashtan hereby declares war on the Kharon Guild for the crimes committed by its Guildmaster, Gijan, and supported by his inner circle, namely Elanta, Laergon, Snow, and Anniara. These crimes include committing or encouraging acts of wanton slaughter of innocent citizens of Ashtan.

All Kharon are hereby cast out of Ashtan and branded enemies of Ashtan until such time as Gijan and his inner circle no longer hold positions of power within the Kharon Guild. In short, Ashtan will not recognize Gijan, Elanta, Laergon, Snow or Anniara as being capable of holding peace talks.

This official Declaration of War is made with a heavy heart, as we suspect that there are some Kharon who may not approve of the Kharon atrocities. We also are saddened at what this war might mean to the Kharon youth who are not aware of the ramifications their guild elders' reckless behavior has caused. Accordingly, clemency may be granted, at the Archons' sole discretion, to those Kharon who publicly denounce the Kharon's actions against Ashtan, and to those Kharon who are especially young. Citizenship may even be reinstated to those Kharon who make a public oath to hold their loyalty to Ashtan above that of the Kharon Guild.
