Public Peace Act of Shallam

At a vote by the citizens of Shallam (13 for and 9 against),
the Public Peace Act of Shallam has been placed into effect.

The law states:
All aggressive actions within Shallam city limits are strictly
prohibited at all times. This includes, but is not limited to,
harming others with intent to kill, without intent to kill, or
to harm a friend for purposes of estimating one's own strength.
Thus, harming another in order to 'see how much damage you do'
within city limits is forbidden by law. Sparring within city
limits is also prohibited.

CLARIFICATION:
'Harming another' is defined as any action which causes another
humanoid being to lose blood or life points, or, any action
which causes another humanoid being to become afflicted with
an ailment, i.e., snake poison. 'Harming another' is also defined
as any action that indirectly causes another humanoid being to
lose blood or life points, such as releasing a suicide mouse
which then causes damage to another humanoid being. All actions
that 'harm another' humanoid being, as detailed here, are prohibited.

EXCEPTIONS:
This law only applies to humanoid beings. Harming non-humanoid
animals, such as rats, deer, lizards, snakes, foxes, hyenas,
Occultist entities, and goblins are legal actions. Mhun warriors
and orphan children are humanoid creatures, and may NOT be harmed
within city limits. The law is not limited to protecting creatures
listed here, and will instantly sanction or prohibit any new
creatures created by the Logos based on their humanoid/non-humanoid
status.

Provided that a formal challenge is placed to another humanoid,
and that challenge is willfully accepted by the challenged humanoid,
sparring may take place within the Shallamese arena, and ONLY the
Shallamese arena. As previously stated, all agressive actions within
Shallam buildings or on Shallam streets are strictly forbidden, unless
said aggressive actions take place within the arena with both humanoids'
consent.

CLARIFICATIONS, paragraph 3:
'Harming another' is defined as ordering any entity or controlled
animal to harm another humanoid, as well as using mental powers to
'force' one humanoid to harm another. If a humanoid is 'forced' to harm
another humanoid, the humanoid who instigated the 'force' or 'mindlock'
will by duly punished under this law.

PUNISHMENT:
Any humanoid accused of violating this law will be branded an enemy
of Shallam until they can defend and explain themselves to a
presiding Vizier. If an accused humanoid violates this law again,
they will be branded a permanent enemy of Shallam, with no possibility
of parole. Shallam is to be a safe haven for all humanoids, regardless
of citizenship. At a vote of 13 to 9, the Shallam Public Peace Act goes
into effect.
