Thanks to the adventurers who suggested these!

- KNEEL when already kneeling won't make you stand.

- You can now BUILD CAMPFIRE (assuming you have the ability) without a
tinderbox if you have other means of fire (same as you would need for
lighting a pipe, i.e. if you are a Xoran or Dragon).

- You can no longer KAI BANISH those in egghunts or bandersnatches.

- PW can now be used in place of PARTYWHO

- You can now RELAX STARBURST (non-forceable) to remove the starburst
defense.

- ARENA ANNOUNCE added - for those who have arena powers, the syntax is
ARENA ANNOUNCE <arena> <text>
