It has been been unclear in the past whether you could submit multiple
Artisanal and Bardic entries, whether from one character or across
multiple characters, monthly. Here is your newly clarified answer, now a
part of the HELP BARDICS scroll:

Regardless of how many characters you play on Achaea, you may only
submit ONE entry toward each contest per month, per player (not
character!). So, you can submit an Artisanal entry and a Bardic entry,
but not two Bardic entries or two Artisanal entries.

You may have received a different answer in the past when inquiring
about this. It has been inconsistent. Consider this the new and final
word on this matter now, however!
