one more little list of changes

BIG catchup announce of everything our other coder has
been up to!

- Using the city name to speak on city tells will now
respect your CTOFF setting.

- OAKWHO respects the restrictions of beds.

- OBSERVE will still work in weather-affected locatinos,
and the resulting output is formatted more nicely.

- Many many ship typos and inconsistencies fixed.

- Removed some double spacing when using LOOK while
in Harbour.

- SOFTFOCUS won't work any more with 0 mana.

- CITIZEN is no longer forceable.

- ADMINMSG, SKILLS, and NSUMM were made safe, which
means they can be used in many cases where doing
something might break or ruin an activity or state.

- CLINGING will report if it's already up.

- DEF will show clinging.

- Weather will no longer blow clingers from the trees.

- ALARM vibration will no longer fire on veiled or
blackwinded types.

- conjure lightwall checks for existing lightwall now.

- various inconsistencies fixed with incinerate.

- DFA message fixed related to shielding and grace.

- BLOODSWORN now clears at suicide or other erasure.

- shrine erecting will clean up properly if the
one erecting the shrine leaves the room too early.

- INFERNO will no longer work when transfixed.

- TRUENAME changed to fix the truename looping problem.

- SHADOWing message fixed.

- PUNISH ACCENTOFF now detects if that punishment is
already present.

Oh, and I threw in one little thing more - you can
now address posts to cities, villages, orders,
the church, oakstone, houses, and individual
denizens. For orders, you'll need to address
your post to "the order of" and the name of the
Divinity in question.
