Orders, Order Heads, Credits, and Housing

Noting that orders can now have credit balances, purchase
room and door housing credits, and build and own homes, some
uncertainties have followed about possible limitations.

In short, who can do what, or not do what, now?

Let's cover that - first, you must have an order head.
An order head must be explicitly designated by the Patron,
by an overt, explicit act, which is quite formal, and is
not the same thing as saying "You're my order head." This
specific, overt, explicit method of selecting an order head
has only existed for a few short Achaean months. It has
absolutely nothing to do with Order Rank. You may be order
rank 10, or 1, or 4, or whatever. This has nothing to do
with your being order head or not.

Now, let's assume your order has an active, overtly and
explicitly designated order head. Great! That order head
(OH hereinafter) can buy room and door housing credits,
build homes for the order, and will later be able to
purchase some artefacts for the order.

Oh, and the homes that any city, house, or order can own,
these homes are limited to shipboard cabins. Not homes
in subdivisions. Not homes out of subdivisions. Only rooms
on ships in their cabins.

One other thing about housing credits (rooms and doors) -
note carefully that although an org (city, house, order)
can BUY these things, an org _cannot_ sell them.

There are probably other interesting implications which
have not all been worked out yet. Fear not, we will! And
special thanks to Aecius for bringing up in a very
respectful manner all of the questions which led to what
I hope is a fair amount of clarification!
