RELAX, SAY TO, news default, etc

RELAX <insomnia/deathsight> is no longer forceable.

Also, with thanks to the player behind Pentharian for his efforts at
sorting through ideas submitted in-game and via the forums, here are a
few ideas that were implemented just now to ease and improve your way
through the realms:

- Entering the newsroom no longer puts you in the Public (or any)
newsboard by default. You must choose SECTION PUBLIC to write in the
Public newsboard, just as with any other newsboard. This is to cut down
on misposts to Public news. Thanks to Saryn for that idea.

- If you SAY TO a person or denizen who is not in your room or offline,
the say will no longer go through at all. This is to prevent those times
when the person/denizen you are addressing leaves the room and you end
up with something like: You say, "To neraeos I'm going to turn your
seagull into stew!" (I don't recommend that you say this to Neraeos
though.) Note this will only work if you use the person or denizen's
full name (i.e. "say to neraeos", not "say to ner"). Draekkar submitted
this idea.

- As an expansion to the CITIZENS command, you can now CITIZENS <name or
partial beginning of name>, similar to how the cityenemies list works.
For example, CITIZENS A will show you all active citizens in your city
whose names begin with A. You can also do CITIZENS DORMANT <name or
partial beginning of name>. This one was submitted by Liliana.

- CLWHO now shows (probation) next to the names of those on probation.
Idea from Rho.

- FALCON DELIVER syntax changed slightly: now FALCON DELIVER <item> TO
<target>, with the requirement of TO being the new addition. Requested
by Ramoor, per mixups with the command often resulting in the delivery
of the item to the first adventurer in the realms with a name beginning
with TO.
