Shaitan graciously added this arena option a while back, and we've gone
ahead and added it to all arenas across the land at no cost. Cultural
ministries may now ARENA SETUP <arena> NODRAGONFORM ON|OFF. When the
"nodragonform" option is on, those in dragonform will not be able to
enter the arena, nor will they be able to dragonform while in the arena.
