New, improved Infamy system

Infamy has changed!

It'll now be easier to lose it, and harder to gain it.
If you never undertake acts of theft, your total infamy
will be quite limited. Should be a winner for everybody!

This is a player-proposed system, outlined and refined
on our forums by Dyzanru and other active contributors
from our loyal supporters. Well done Dyzanru and all!

The system has pretty much been implemented completely.
The variations from his proposal were slight, and mainly
related to TWTWIA - The Way Things Work In Achaea, which
both Dyzanru and all of our gentle readers can be very
glad they don't have to worry about. Believe me!

Types of Infamy
---------------
Defending - combat in your own or any allied city.
Raiding - combat in any enemy city.
Fighting - combat in neutral cities, or outside cities.
resurrecting the infamous.
Thieving - thiefly acts anywhere.

Gaining and Losing Infamy
-------------------------
You gain infamy primarily in combat (see above). You can
also gain infamy by resurrecting the infamous and defiling
shrines. There may be a few other minor ways.

Infamy is lost slowly at all times, faster if you are in
the realms, and faster still if you are killed by another
adventurer or any city guard.

Changeover
----------
Everyone has been changed over to the new system. Almost
everybody that is more than just infamous has taken a huge
step downwards in infamy, which reflects the new caps
discussed above.

Limits to Infamy
----------------
Defending, Raiding, and Fighting infamy are capped - once
you reach your limit there, you can go no higher. The grand
total of all three will make you "Infamous" but no more.
Only thievery can take you to the exalted realms of "solidly
Infamous", "inveterately Infamous", and all the way up to
"near-permanent Infamous".

See HELP INFAMY and HELP INFAMY LOSS, which have been changed
to reflect these new developments.

Quirks and Quandaries
---------------------
We'll probably be working out some little quirks in the next
little while, but we're definitely on the way to a newer and
hopefully better system for all.
