a slight update to ORGHELP

I have added features for clans and houses today in support of
POSITIONS in those two sorts of organisations.

This is now covered in HELP ORGHELP.

Cities have ministries, and earlier we added ways for cities to
restrict help scrolls so that only specific ministers and their
aides could see them.

Clans and houses both have positions, and it is now possible to
restrict who can see a given help scroll by position.

Houses have Newcomerhead and five positions.
Clans have up to ten positions.

Just refer to these positions in the form PN (for newcomerhead)
and P1, P2, ... P5 (for houses) or P1, P2, ... P10 for clans,
as much as are valid. That's it!
