City commands, clans

City councils, Security ministers, and Security aides take note. I've
changed the BRAND <person> ENEMY/ALLY syntax to CITY ENEMY/UNENEMY
<person> for uniformity of syntax.

Further, I've added the ability to CITY ALLY/UNALLY an individual, as
well as view CITY ALLIES [optional matching string]. (You can do CITY
ENEMIES now as well, instead of CITYENEMIES, for consistency.)
Currently, the same people who can enemy/unenemy can ally/unally, and
all citizens may view the allies list. Being an ally does not actually
do anything for you at the moment, but opens possibilities for the
future.

A few other miscellaneous helpful additions for orgs:

- An enemy of your org suiciding or namechanging will now record that
fact to your org's log.
- Clan leaders of non-democratic clans may now set the clan's ownership
to an organisation - a city, House, an Order, the Church, or Oakstone
only. This can only be set once and is not a reversible process, so
don't do it if you don't mean it. The syntax is CLAN SET ORG_OWNED <org
shortname, such as ashtan or sentaari>.
- City council members may now see CITY CLAN LIST to view the clans
owned by the city.
- The city leader may now use CITY CLAN <clan alias> NEW_HEAD <person>
to set a new head, for if the existing head goes dormant or runs off
with that <insert city name> tart or looked at you funny today. Note:
current limitation is that you can only change the head to someone
already in the clan, but I'll see about removing that.
- These CLAN LIST and CLAN NEW_HEAD options will be implemented for the
other orgs that are settable as clan owners, too. Preferrably after I
get some sleep. Cheers!
