Uprooting/implanting, inscribing, etc

I just fixed an old bug having to do with commands entered while
implanting/uprooting. Other than by moving from the room,
implanting/uprooting were not being stopped by commands that should have
stopped it - MOST commands, the same ones you can't do while standing up
a totem. You could even attack, sleep, heal, do whatever while
uprooting/implanting!

Despite this being a necessary bugfix, I understand it will be
experienced as a downgrade for Runelorists who implant/uproot frequently
(though an upgrade for Runelorists who stand totems frequently). In
mitigation, I've expanded the number of things that are allowable to do
while standing/uprooting/implanting a totem. So you should still be able
to speak on channels, read news, and other things that shouldn't
interrupt your having both hands on a totem and shouldn't aid you in
combat. Sleeping, no. Emoting, no - you shouldn't be able to leap and
dance about while implanting a totem. Dropping/getting/putting things,
no.

Incidentally, this also expands the number of things you can do while
inscribing Tarot cards.
