weaponry, chivalry, and weapons effectiveness

Announce 1945 has been updated somewhat to further clarify the
question of weaponry skill, chivalry skill, how they both
interact to produce overall weapons effectiveness, and what
overall weapons effectiveness does for you.

This is also present in HELP WEAPONRY.

In short, weapons effectiveness relates to your chance to hit,
the target's chance to dodge, and the damage you do with
weapons attacks.

Weapons effectiveness is the higher of your Chivalry or Weaponry
skill, plus 10% of the lower. For most, this is just your skill
in Weaponry. For those that have access to the Chivalry skill,
it ends up being a little bonus, and also means that these
knightly types can wait on weaponry a while if they wish.
