It's come to our attention that some are using force commands to have
their victims attack others and become Infamous, so that they can be
hunted without cause. Of course, this is completely against the spirit
of infamy open cause.

As a result, forced attacks should no longer give Infamy. If any find
loopholes around this and use it instead of reporting it, that will be
considered bug abuse.
