More denizen tweaks

I've made some more additions to denizens, specifically soldiers, and
how they'll react. Here's how they should react now, barring any bugs.
1. Soldiers will attack denizen members of enemied organizations on
sight.
2. Soldiers will defend denizen and player members of allied
organizations by attacking when they are attacked, EXCEPT in player
cities. The exception is there to stop people using soldiers as cheap
city guards. That's not how they're intended.

3. Soldiers will auto-attack enemies of their allies providing they are
in the territory of their allies.

So, what this all means is that Ashtan citizens should be able to lead
Theran soldiers into Tasur'ke or el'Jazira, and regardless of whether
the Vertani there are loyal to Tasur'ke or el'Jazira, they're going to
mix it up with the soldiers. The same will go for any future alliances,
arrangements, etc. Incidentally, when I say an 'allied organization',
that just means that org A has declared itself an ally to org B. It
doesn't have to be both ways.
