Ashtan and Shallam now have official ruling councils. In Ashtan these
positions are called Archons and in Shallam they are called Viziers.
Damascas, Luthius, and Mausolus are Archons in Ashtan and in Shallam it
is Isildur, Agamemnon, Changcoix, and Malrond.

For now, the only powers of the ruling councils are granting people
citizenship, for which the command is: CITIZEN <player>.

It should be noted that these positions are only temporary. We will
be instituting a much more in-depth political system in the nearish
future. If any of you have problems with the ruling councils I have
appointed, speak to me.
