Anything Northward of North of Thera is considered to be Ashtan territory. This has been a widely accepted fact, and our citizens often station themselves their in order to protect the city. I am shocked that someone of your age has never heard this before, as it is a commonly accepted fact.

Oh another thing, just because a certain group builds something on a piece of land does not give them claim to that land. The stretch of Highway that extends from North of Thera to the Gate of Ashtan is considered to belong to Ashtan, not the Church. Perhaps that is the reason why the Church even constructs shrines, so they can claim the land as their very own.
