I write with an update to Targossas' policy on visitors from other city-states. Eleusian citizens are no longer permitted to enter Targossas. Mhaldorians, Ashtani, Hashani, and practitioners of occultism and necromancy regardless of citizenship are still forbidden entry.

Individuals under the age of 25 will be given a single warning and asked to leave. Refusal to leave will lead to enemying. Individuals 25 and older who trespass will be declared enemies of the Dawnspear.
